
All affiliated Eastern New York leagues require that all referees be certified by the United States Soccer
Federation (USSF).
HVSRA offers USSF Grade 8 Referee and Grade 9 Recreational Referee courses in the Mid Hudson area.

The Grade 8 course consists of six (6) 3-hour sessions, for a total of eighteen (18) hours of instruction. Attendance at all sessions is required for successful completion of the course. Upon successful completion of the course, candidates will be registered as Grade 8 Referees with the United States Soccer Federation.
The Grade 9 Recreational Referee may officiate games as either a Referee or Assistant Referee on recreational
youth games for under-14 and younger only. They may not officiate older ages, travel youth matches, or
adult matches. For the latter matches, you must be at least a Grade 8 Referee. The Grade 9 course consists
of a one-day, eight-hour class. Upon successful completion of the course, candidates will be registered as
Grade 9 Recreational Referees with the United States Soccer Federation.

All East Hudson U12 Div 1 and above, State Cup and Eastern New York, North Eastern New York and
Regional Premier Games for the East Hudson Region games are assigned through the internet.
Availability is provided by all referees who will officiate games for these leagues. Games are assigned
and accepted through a website, and e-mails are used to notify referees about assignments and changes to
assignments. Details on how to gain access to the website and how to use its functions are in

Assignments are generally made by the Thursday prior to scheduled game.
Availability
The HVYSL Assignor e-mails (or mails if necessary) forms to certified referees requesting their availability. If you do not receive an availability form and want to officiate HVYSL games, contact the assignor, and he will e-mail you one. When you receive the form, fill it out and return it to the assignor.
Assignments
The assignor uses your availability to assign you games; he will contact you by e-mail or phone to give you your assignments. You have two weeks to accept or turn back an assignment. When you accept an assignment, it is posted on the HVYSL web site under HVYSL Referee Assignments. Review this page on a regular basis, since changes to schedules, venues, and times may appear there before you are notified.
Post-Acceptance Responsibilities
You are expected to call the home team coach by the Thursday preceding the weekend game to confirm that you are the referee for their game. Exchange telephone numbers so that last-minute changes or emergencies can be communicated.
